what was so compelling to me in this new york times article is understanding kids, gangs and guns. we don't seem to understand how so many guns end up on the streets. many borrowed from friends and family, which it turns out is the case in this shooting where it's his mother's guns that end up killing these children. >> that's right. we have a belief that people are going to stores and either buying them at stores and bringing them back or straw purchasers and buying in bulk, getting them to the hands of kids. our gun laws are targeted to those problems. more than 40% of guns come from friends and family into the hands of shooters. it's an extraordinary figure. how do we stop that? public awareness, social services. i read a statistic that said less than 1% of our fill ant pi goes toward criminal justice. that is extraordinarily woeful. you need a comprehensive package which you are targeting gun laws. you have to raise awareness. you have to get to kids young. what are the consequences? >> governor, i want to bring you in on the comprehensive, wraparound way to bring you in on thi

a new storm today already making roads treacherous in pennsylvania and new york with new england looking to get the worst of it later tonight. airlines so far have canceled more than 300 flights, many in and out of the new york city area. weather channel's julie martin standing by at laguardia. what's the seen now, julie? >> reporter: craig, in fact, half of those cancellations have come from the new york airports and 180, jfk, laguardia and newark as of this hour. in terms of the delays we are not seeing them mount as much as we would have thought at this time and one of the reasons that snow not quite working its way into the tri-state area just yet, but we are, nonetheless, seeing low ceilings and visibility issues and certainly wet runways as a result of the storm which will continue to crank along throughout the afternoon and the evening before winding down overnight into tomorrow and really impacting cities like boston which could pick up a foot. i would expect to see major delays for you. here in new york, we are anticipating those delays to continue to climb throughout the evenin

people are kind of saying with the "new york post" here is wayne lapierre crazy. i don't think he's crazy at all. i think he knew exactly what he was saying. he was talking to a particular base and his conference yesterday was actually full of a series of kind of code words, historical code words that were linked to mental illness and to my mind, racial stigma. so things about deranged killers, hearing voices, gang bangers on the loose, all this kind of stuff. he was speaking to an anxiety about a kind of othering that tied into a mass paranoia, here's why we need guns. there's a history to that kind of rhetoric in this country. in my book, i look at the 1960s, actually, a time when people were very concerned with the issue of gun control, but they weren't concerned because they were individual deranged white shooters on the loose. people were concerned because the black panthers wanted guns and hughie newton wanted guns and other people wanted guns and at that time, our national rhetoric was not it's one person's individual brain so what they said is black cultur

nobody lives in wyoming, but they get the same number of senators as new york. why would a simple majority of senators does not constitute a majority. it is meant to protect the rights of minorities. >> the point of the suit is that the constitution lays out when a super ma yort is required. it's required to amend the constitution, to pass treaties, to overcome a veto. not required to pass legislation. the key thing, we're talking about the filibuster, we're not talking about jimmy stewart railing on the senate floor. there were no filibusters in 1939 when that film came out. john lewis, keith ellison, three dreamers joined the cause to say wait a minute, let's look at the dream act. passes the house, got 55 votes in the united states senate, president obama said he would sign the act and it didn't pass. let's see. did it embarrass the administration, make them look weak and infect ul. that's pretty much what was warned against. the theory here is the constitution lays out what is required to pass a bill and getting 60 votes isn't one of them. >> one more real q
